Winston dookeran

Winston Dookeran is a Trinidadian economist and politician.

His career as an economist led to his working as Governor of the Central Bank of Trinidad and Tobago (1997-2002), Senior Economist at the Economic Commission for Latin America and the Caribbean (ECLAC), a member of the Executive Board of the Inter-American Development Bank (IDB) and Governor of the Caribbean Development Bank (CDB).

In the political sphere, he was elected to parliament in 1981 for the constituency of Chaguanas, and again in 1986 as a member of the National Alliance for Reconstruction. In 2002 he returned to political life as a member of the National Congress. In 2010 he was made Minister of Finance, and he served as Minister of Foreign Affairs between 2012 and 2015.

Mr. Winston Dookeran has always been a man with two callings: On the one side his career in Economics has taken him from UWI Lecturer, Central Bank Governor, to Senior Economist with the United Nations Economic Commission for Latin America and the Caribbean, to the Executive Board of the Inter-American Development Bank and Governor of the Caribbean Development Bank. His other calling is his passion for the good governance of Trinidad and Tobago, and he made his mark through the election process.

Mr. Dookeran was first elected to Parliament as an Opposition Member in 1981 representing the constituency of Chaguanas. In 1986, as a member of the National Alliance for Reconstruction in the 3rd Republican Parliament, Mr. Dookeran would again be successful at the polls and would hold ministerial office for five years. Following this, Mr. Dookeran pursued his professional endeavours, eventually being appointed Governor of the Central Bank of Trinidad and Tobago.

Winston Dookeran is the current Secretary-General of EUCLID (Euclid University), an intergovernmental organization with a university charter established in 2008. He previously served as Central Bank Governor, Minister of Finance and Minister of Foreign Affairs (Trinidad and Tobago). After retiring from government service, Dookeran became Professor of practice at the University of the West Indies and joined EUCLID in 2018. It was under Winston Dookeran's leadership that EUCLID became an official Social Actor in the Association of Caribbean States (ACS), which in turn spurred EUCLID's drive to transform its existing EuroState Institute first into the Euler-Franeker Institute and finally into a free-standing and fully-chartered university (under Curacao, an ACS member). As such Winston Dookeran is the founding President and Chancellor of the Euler-Franeker Memorial University. He is, lest we forget to mention it, a graduate of the prestigious London School of Economics.
